VOTED that the Secretary prepare a small pamphlet explaining the work of the Smithsonian Institution and the opportunity that it offers to philanthropic givers, and that Senator Anderson, Dr. Bush, and Mr. Fleming be constituted as a committee to work with the Secretary in attempting to interest large donors in the Smithsonian.

RESOLUTION ON THE INCLUSION OF TRUST FUND EMPLOYEES UNDER THE FEDERAL EMPLOYEES' GROUP LIFE INSURANCE ACT AS RECOMMENDED BY THE EXECUTIVE COMMITTEE

Mr. Vorys asked for assurance that the language of the first paragraph of the resolution in no way contravened the sense of the second paragraph. The Secretary stated that excellent legal advice had been obtained concerning the resolution, and there seems to be no danger of this conflict.

On motion the following resolution was unanimously VOTED:

"RESOLVED: That the Board of Regents of the Smithsonian Institution does hereby consent to the officers and members of the Smithsonian Institution paid from trust funds accepting the benefits and privileges of the Federal Employees' Group Life Insurance Act, as well as assuming the obligations and duties legally applicable to them under that system as presently constituted: Provided, further

"That the Board of Regents of the Smithsonian Institution does not consent to the application of the Federal Civil Service Laws, nor the Federal Classification Act of 1923, as amended, to such officers and members paid from trust funds, nor to the application of any other law which would in any way contravene the Act of Establishment of the Smithsonian Institution approved on August 10, 1846, with amendments thereto."

AUTHORIZATION OF SMITHSONIAN INSTITUTION OFFICERS TO CONDUCT CERTAIN BANKING TRANSACTIONS

After discussion, on motion duly made, seconded and carried the following resolutions were VOTED:

"RESOLVED, that the Treasurer of the corporation is hereby authorized to arrange with The Riggs National Bank of Washington, D.C. for the rental of a Safe Deposit Box and that any two acting jointly of the following Officers shall have access thereto: Secretary, Acting Secretary, Treasurer, Assistant Treasurer, Assistant to the Treasurer.
