"Be it further RESOLVED that the Secretary of the Corporation is hereby authorized on behalf of the Corporation to enter into an agreement with The Riggs National Bank of Washington, D.C. for safe-keeping, custodial and other ministerial duties with respect to the securities of the Corporation along the same lines as such services were previously performed by the Hamilton National Bank, later known as The National Bank of Washington, and that any one of the following Officers of the Corporation shall have authority over such securities account except that it shall require the signatures of any two such Officers to withdraw securities from the account: Secretary, Acting Secretary, Treasurer, Assistant Treasurer, Assistant to the Treasurer. 

"Be it further RESOLVED that any one of the following Officers may make withdrawals from the Savings Account #12995 at The Riggs National Bank of Washington, D.C.: Secretary, Acting Secretary.

"Be it further RESOLVED that any one of the following Officers may make withdrawals from the Pay Roll Checking Account at The Riggs National Bank of Washington, D.C.: Secretary, Acting Secretary, Treasurer, Assistant Treasurer, Assistant to the Treasurer." 

SUPERGRADE EMPLOYEES

The need for supergrade employees at the Smithsonian Institution was indicated especially in relation to other Government agencies and to the colleges and universities. On motion duly made, seconded and carried the following resolution was VOTED:

"RESOLVED, that the Secretary be authorized to confer with the Congressional Regents concerning the possibility of amending the 1956 Appropriation Act for the Smithsonian Institution to provide for 'supergrade' positions, according to the following proviso: 'Provided that the Secretary may, in accordance with such policies as the Board of Regents may from time to time prescribe, employ such technical and professional personnel (not to exceed five), and fix their compensation without regard to the classification laws as amended, but in no case in excess of $15,000 per annum, as he may deem necessary for the discharge of the responsibilities of the Smithsonian Institution under the act creating it.'"

LANGLEY MEDAL

At his own request Dr. Hunsaker was permitted to withdraw from the meeting. 

The Secretary stated that the entire Board of Regents had sent in mail ballots favoring the awarding of the Langley Medal of the Smithsonian Institution to Dr. Jerome C. Hunsaker. On motion duly made, seconded and carried it was 

VOTED to award a Langley Medal to Dr. Jerome C. Hunsaker. 

Following the vote Dr. Hunsaker was recalled to the meeting.
