SMITHSONIAN INSTITUTION   1462

Mellon Educational and Charitable Trust and the Trustees of the National Gallery of Art, creating the Endowment Fund, National Gallery of Art; and that the Regents of the Smithsonian authorize Dr. Leonard Carmichael, Secretary, to execute and deliver the said Second Supplemental Indenture on behalf of the Smithsonian Institution, and to affix the official seal of the Smithsonian Institution thereto.

REPORT ON PRIORITIES FOR FUTURE BUILDINGS OF THE SMITHSONIAN AS CONSIDERED BY THE EXECUTIVE COMMITTEE

There was extended discussion of the timing as indicated on a chart each Regent had before him. The Secretary pointed out on this chart that the new Museum of History and Technology Building was expected to be finished the end of the fiscal year 1962. The point was emphasized in discussion that it was imperative to have definite plans for the use of sites already assigned to the Smithsonian Institution by Congress in order to be sure to hold these locations. On motion by Senator Saltonstall, duly seconded and carried it was
     
VOTED that the Executive Committee be authorized to work out plans as promptly as possible for the planning and the construction of a National Air Museum, and that it be authorized to spend out of contributions donated for the purpose or out of the Endowment Fund of the Institution such sums as it deems necessary.

There was detailed discussion of this subject especially in view of the fact that it is estimated by some that costs of construction are increasing yearly at a rate estimated to be about 5%, and that the need for the additions has been recognized by Congress for 28
