authorized to work out with the Board of Commissioners of the District of Columbia an acceptable method to determine the percentage of visitors to the National Zoological Park who reside in the District of Columbia and those who live outside the District.

(b) that after a census taken by this agreed-upon method is available, a further study be entered into concerning a satisfactory method for the appropriation of funds both for capital improvements and cost of operating the National Zoological Park.

(c) that, since this study will require some time, the present method of making appropriations for the National Zoological Park be continued for the fiscal year 1960.

REPORT ON PLANETARIUM

The prospective donor, who was mentioned at the last meeting, has not progressed in his thinking about a planetarium because there has been the suggestion of a planetarium as a gift to the Smithsonian Institution from the restaurateurs, Mr. Joseph K. Rulon and Mr. Watson B. Rulon, Jr. It was stated that there is a serious question as to whether or not it is realized how much a modern, teaching planetarium must cost if it is to be worthy of the nation's capital.
