of policy by the Regents as a group. Accordingly, Senator Saltonstall proposed that the Regents, in view of their unanimous endorsement of the method of financing this research through grants from other agencies, should send a statement to all of the granting agencies expressing the deep appreciation of the Regents to these agencies for their continued support of the Smithsonian Institution's basic research work in the field of astrophysics. This statement of appreciation is to take the form of a formal resolution. Senator Saltonstall's proposal was endorsed by all the Regents, and the Chair directed that Dr. Hunsaker, Senator Fulbright and Dr. Haskins draw up the resolution. (See Appendix I)

On motion by Senator Saltonstall, duly seconded and carried, it was

VOTED that the Board of Regents approves the budget of the nonpublic funds for the fiscal year, 1961, as recommended by the Executive Committee.

INCOME AND EXPENDITURE

On motion by Dr. Greenwalt, seconded by Senator Fulbright, and carried it was 

VOTED that the Board of Regents appropriates for the service of the Institution, to be expended by the Secretary, with the advice of the Executive Committee, with full discretion on the part of the Secretary as to items, the income of the Institution for the fiscal year ending June 30, 1961.

POSTHUMOUS AWARD OF LANGLEY MEDAL

Each member of the Board of Regents had received a letter from Mr. Harry F. Gugenheim recommending that the Smithsonian Institution award the Langley Medal to the late Dr Robert H. Goddard. There have been only nine awarded since the establishment of the medal, and the most recent one was to Dr. Jerome C. Hunsaker, Regent of the Smithsonian Institution.
