6. Land lying east of the parkway and north of the tunnel will be transferred from the National Zoological Park to the National Park Service (Generally as indicated on Map N. C. P. 90-42 dated December 1, 1959).

BUDGETARY ALLOTMENT TO THE NATIONAL ZOOLOGICAL PARK OF THE SMITHSONIAN INSTITUTION

A proposed method of budgetary allotment to the National Zoological Park involving a ratio of District of Columbia visitors to the number of visitors from outside the District was discussed. The National Zoological Park was compared with zoological parks in other parts of the country. In commenting upon the National Zoological Park facilities Senator Fulbright stressed particularly the obsolete, unsanitary housing for many of the animal groups, and the antiquated water, sewage, heating and electrical systems. Senator Anderson warmly reported these views. On motion made by Mr. Cannon, and seconded by Senator Saltonstall, the following resolution was unanimously approved:

RESOLVED, That the present method of maintenance and administration which has been in effect through the years, be retained without change, and that any suggestions relating to capital expenditures be submitted by the Commissioners to the Congress.

ELLIS ISLAND AS A NATIONAL SHRINE

Senator Saltsonstall pointed out that the Bill (H.R. 7054) introduced by the Honorable Michael A. Feighan, Congressman from Ohio, concerning the establishment of Ellis Island as a National Shrine was still pending in the Congress. Nevertheless, as the Smithsonian Institution does not have the facilities for administering such a project, it was decided that Mr. Feighan should be given a definite reaction from the Board of Regents. Dr. Greenewalt offered, and Senator Saltonstall seconded, the following resolution that on motion was unanimously
