MINUTES OF THE MAY 4, 1960 MEETING

The Secretary stated that the minutes of the meeting held May 4, 1960 had been mailed to the members of the Board. On motion by Dr. Greenewalt, duly seconded, and carried it was

VOTED that the Board of Regents approves the minutes of the meeting of May 4, 1960, as submitted to the members by mail.

PROBLEM OF FINANCING NATIONAL ZOOLOGICAL PARK

There was a full discussion of the financing of the capital improvements needed at the National Zoological Park. The operation and maintenance expenses were generally assumed to be continued by the District of Columbia.

The question of whether the National Zoological Park is a national zoo or a city zoo was discussed. The Zoo has national characteristics in being by statute a part of the Smithsonian Institution and by reason of approximately 80 percent of its visitors coming from outside the District. It is also known that people throughout the world offer gifts to the Smithsonian Institution because it is an internationally known scientific organization and represents the Nation rather than a single city. On the other hand it was recognized that Washington could be expected to have a municipal zoo in common with many other cities; also, that about 20 percent of the visitors to the Zoo are Washington residents.

Currently, appropriations for the National Zoological Park are carried in the budget
