it even more handsome than the Treasury which it resembles. In terms of costs of current museums, remodeling the old structure will be very inexpensive. The Bureau of the Budget has assumed that as soon as the new Civil Service Commission Building is completed, this building will be available to the Smithsonian. Senator Saltonstall suggested that a firm commitment be secured from the General Services Administration in regard to the transfer.(Secretary's Note: A commitment to transfer the Old Patent Office Building to the Smithsonian Institution, pursuant to the Act of March 28, 1958, upon completion of the new Civil Service Commission Building, has since been received.)

REPORT OF DR. JOHN NICHOLAS BROWN, CHAIRMAN OF THE BOARD OF REGENTS COMMITTEE ON THE PROPOSED NATIONAL PORTRAIT GALLERY

Dr. Brown reported that since the May meeting the proposed legislation, which would authorize a bureau in the Smithsonian to be called the National Portrait Gallery, had been redrafted. He reported that Senator Anderson had been consulted, and said he was agreeable in principle with the draft. Copies of the draft bill were distributed to the members of the Board of Regents. The Committee members have seen the plans for remodeling the old Patent Office Building for an art gallery and the accompanying architectural survey. This building will be divided into halves; one for the National Collection of Fine Arts and one for the National Portrait Gallery. There would be room for a national biographical center. Dr. Brown then suggested that the legislation be introduced. After discussion, on motion by Dr. Greenewalt, seconded by Dr. Haskins, and carried it was

VOTED that the Board of Regents requests the introduction of legislation in the Congress, substantially in accordance with the draft bill (Revision No. 3), "To provide for a National Portrait Gallery as a bureau of the Smithsonian Institution." (See Appendix I)
