PRESENTATION OF THE NONPUBLIC FUNDS BUDGET FOR THE SMITHSONIAN INSTITUTION FOR THE FISCAL YEAR 1963

Each member had before him a complete budget statement for the Smithsonian Institution Unrestricted Funds and the Restricted Funds showing the 1961 actual amounts and budget amounts, together with the 1962 and 1963 budget amounts. There was discussion of various items, and particular interest was expressed in the use of the income of the Freer Fund and the growth of this fund. Senator Anderson requested that the terms of the Will establishing this fund be carefully scrutinized to determine whether only income could be expended. Senator Fulbright questioned the wisdom of allowing the Freer Fund to continue increasing. It was agreed that the Secretary would provide the exact language of the Will before the next meeting of the Board. 

Senator Anderson suggested that further consideration be given to the number of members on the Executive Committee. He recalled that Dr. Greenewalt had so suggested. After discussion, it was recalled that the addition of a Board meeting in the spring had resulted from Dr. Greenewalt's suggestion and that the Secretary should inquire of Dr. Greenewalt as to his views on the number of members of the Executive Committee. 

On motion by Dr. Haskins, seconded by Dr. Compton, and carried it was

VOTED that the Board of Regents approves the budget of the nonpublic funds for the fiscal year 1963 as recommended by the Executive Committee.

INCOME AND EXPENDITURE
   
On motion by Dr. Haskins, seconded by Dr. Brown, and carried it was

VOTED that the Board of Regents appropriates for the service of the Institution, to be expended by the Secretary, with the advice of the Executive Committee, with full discretion on the part of the Secretary as to items, the income of the Institution for the fiscal year ending June 30, 1963.
