must be sent first to the Chairman of the Joint Congressional Advisory Committee for approval.

Senator Anderson said that although he does not want to delay the progress of such change orders, he feels they should also be sent to the Executive Committee for approval and thereby be authorized by this body also.

Senator Anderson reported that Senator Symington, a member of the Joint Congressional Committee, is very much concerned about the slow progress on the building and has insisted that steps be taken to expedite construction.

Mr. Kirwan said that the General Services Administration is responsible for the whole business and that it is up to that organization to clear it up.

The Chancellor agreed and suggested that a letter be written to put enough power into someone's hands to handle the matter.

Senator Anderson said that construction can be completed in less time than some would admit. He referred to the Senate tunnel which has already required 2 1/2 years but which could have been completed in 60 to 90 days according to an engineer from the Army Corps of Engineers.

The Chancellor suggested that Senator Anderson's resolution be made a matter of record. Senator Anderson so moved and Dr. Brown seconded the motion.

The Secretary reviewed the resolution. A letter is to be sent to the General Services Administration outlining the desires of the Board of Regents in regard to the new Museum of History and Technology Building. The building is to be completed early in 1963; proper steps are to be taken to enforce any and all delay penalties.

The Chancellor suggested that "the earliest possible date in 1963" be substituted for "early in 1963." Dr. Brown seconded the motion with this substitution and it was so carried.

VOTED that the Secretary be directed to prepare a letter, subject to the approval of the Chairman of the Joint Congressional Committee, to the General Services Administration outlining the desires of the Board of Regents in regard to the new Museum of History and Technology Building. The building is to be completed at the earliest possible date in 1963; no further change orders are to be issued unless the Norair Engineering Corporation agrees these orders will not add to the time required for the completion of the building; any further change orders are to be approved by the Chairman of the Joint Congressional Committee and by the Executive Committee; and proper steps are to be taken to enforce and and all delay penalties.
