The Secretary assured the members of the Board that any proposals in new fields covering any substantial amount would be referred to the Chancellor and if appropriate, to the Executive Committee.

On motion by Dr. Fleming, duly seconded and carried, it was

VOTED that the Board of Regents approves the budget of the nonpublic funds for the fiscal year 1964 as recommended by the Executive Committee, with further consideration to be given the Freer budget at the May meeting.

RESOLUTION ON INCOME AND EXPENDITURE

On motion by Dr. Fleming, seconded by Dr. Burden, and carried it was

VOTED that the Board of Regents appropriates for the service of the Institution, to be expended by the Secretary, with the advice of the Executive Committee, with full discretion on the part of the Secretary as to items, the income of the Institution for the fiscal year ending June 30, 1964.

REPORT FROM GENERAL SERVICES ADMINISTRATION ON CONSTRUCTION OF MUSEUM OF HISTORY AND TECHNOLOGY BUILDING

The Secretary reported that the building, including materials on the site, was now 96% complete and that the General Services Administrator had advised that it was expected that the interior of the building would be finished about April 15, 1963. It was emphasized that the installation of exhibits, regardless of how complete and ready they might be, was a time-consuming job. The Secretary referred to the floor sketches included in the working papers, indicating General Services Administration's estimated completion dates of various areas. The Secretary referred to the first 12 halls that might possibly be open when people are first allowed in the building. It was stated that it is standard procedure in opening large museums to allow the public to see some halls before the entire building is ready to be opened. Senator Anderson wished to be certain that visitors would not be allowed in the building until its dedication. He was assured they would not.

Senator Anderson referred to the General Services Administrator's letter, copies of which were before each Regent, and said the suggestion made in this letter of a meeting with the contractor ought to be carried out. On motion by Senator Anderson, seconded by
