REMODELING OF CIVIL SERVICE COMMISSION BUILDING
Dr. Carmichael reported that the Bureau of the Budget had allowed a request for funds in the 1964 Budget for the remodeling of this building. The matter will come before the Senate and House Appropriation Subcommittees this session.

REPORT OF REGENTS COMMITTEE ON THE NATIONAL PORTRAIT GALLERY

Dr. Brown reported that his committee had met and taken the various actions outlined in his report, a copy of which was before each member. There was discussion centered on the functions of the Commission with respect to the criteria for the acquisition of portraits and statuary. Several members wished to be certain that the quality of the portraits to be accepted would not be the principal consideration, pointing out that it was most important to consider the contributions of the individual to the history, development, and culture of the United States. The Regents were assured that the original criteria had to have the approval of the Board of Regents, and that the Board would, of course, annually approve or disapprove the Annual Report of the Commission.

On motion by Dr. Hunsaker, seconded by Dr. Burden, and carried it was

VOTED to approve the statement of functions of the National Portrait Gallery Commission as recommended by the Regents Committee on the National Portrait Gallery.

Dr. Brown stated that this committee had tried to set up a slate of members of the Commission that would include people of distinction and knowledge in various areas of art and history. Dr. Brown read the slate giving brief statements on the background of each candidate. On motion by Dr. Fleming, seconded by Senator Anderson, and carried it was

VOTED that the following persons be asked on behalf of the Board of Regents to serve as members of the National Portrait Gallery Commission:

Frederic P. Todd
Wilmarth Sheldon Lewis
Paul Mellon
Richard Harrison Shryock

VOTED further, that the Chancellor, the Secretary of the Smithsonian Institution and the Director of the National Gallery of Art be requested to serve
