SMITHSONIAN INSTITUTION

At the conclusion of the reading of this report Senator Saltonstall offered the following motion, seconded by Dr. Brown: 

To accept the report with gratitude and hopes that Dr. Fleming will continue his present position for many years to come. 

Dr. Fleming stated he was in his third six-year term as a Regent, and if he were still in health and the Board wanted him he would  be glad to keep on. 

Mr. Cannon suggested an amendment to express appreciation of the time, trouble, and sacrifice that Dr. Fleming had devoted to this work. 

Senator Saltonstall accepted the amendment. Therefore, on motion by Senator Saltonstall, seconded by Dr. Brown, and carried it was

VOTED that the Board of Regents approves the Report of the Executive Committee, directs that it be included in the minutes of the present meeting, expresses appreciation of the time, trouble, and sacrifice that Dr. Fleming has devoted to this work, and requests that he continue to serve as Chairman of the Executive Committee. 

EXECUTIVE SESSION

The Secretary, the Secretary-Elect, the Assistant Secretaries and the two stenographers taking the minutes withdrew from the meeting. 

An executive session was held by the Regents from 10:10 a.m. to 10:40 a.m.

Mr. Fleming has supplied the following statement concerning the executive session. 

It was felt that it was only appropriate that Dr. Carmichael be accorded the same recognition as previous Secretaries by being given the title of Research Associate. On motion the following resolution was adopted: 

RESOLVED: That in order to continue Dr. Carmichael's connection with the research of the Smithsonian Institution, on his retirement from the position of Secretary, he will be given the title of Honorary Research Associate. 

The Regents, in addition to the previous provisions concerning Dr. Carmichael's retirement, on motion adopted the following resolution: 

RESOLVED: That the privilege is extended to Dr. Carmichael of exercising the option of electing a reduced Smithsonian pension to provide a survivorship pension for Mrs. Carmichael. This reduced pension is to be based on the same formula as that used by the Civil Service Commission in arriving at the reduced Federal Annuity received in electing the survivorship clause under the Federal Annuity.
