Respectfully returned to Bvt. Maj. x Asst. Quartermaster Bureau Freedman & Abandoned Lands x J. M. Brown

The pay of civilian Officers Agents & Employees of the Bureau, are presumed to be fixed in view of local employment - consequent cost of living.

If therefor they are called upon to travel under orders, the consequent & necessary additional cost & expense should be refunded to them. I see no difference of principle in this respect between
