Arrangements having been made with the Northn. Centl., Penna. Centl., Pittsbg. Col. & Cinn., Pittsbg. Ft. Wayne & Chicago, Little Miami, Col. & Lewis, Cleveland & Pittsbg., and Bellefontaine Rail Roads to carry refugees and freedmen at two (2) cents per mile and Govt tax, you will please give directions that all orders for persons going west from this City be drawn on these Roads.
