* "ENCODER" = SPACECRAFT PCM (SENDS TM FROM SPACECRAFT - TM IS EITHER KU-BAND or C-BAND, DEPENDING ON SPACECRAFT) (ITEM 7 TURNS ON THE SPACECRAFT ENCODER)
