APPENDIX D - ORBITER MAINTENANCE INSPECTION PROGRAM SUMMARY

An adequate mechanism, the Operations and Maintenance Requirements and Specifications Document (OMRSD), is currently in place to document and transfer Orbiter maintenance, inspection, and operations requirements to KSC. The OMRSD is maintained in a widely available computer system and various program elements understand and interact with this system in a routine and continuing manner.

The OMRSD has documented Space Shuttle requirements since before the arrival of Columbia at KSC but recently has been expanded with a set of inspection requirements for the structural subsystem that consider extended life cycle operation. There have been some difficulties and delays in transforming these requirements into working documents and these problems are currently being addressed by a joint working group. Similar maintenance requirements for other Orbiter subsystems are under review and are scheduled for incorporation into the OMRSD in June 1986. These additional requirements should help to ensure the necessary performance of the Orbiter fleet.

In the case of Criticality 1 items, a specific effort should be undertaken to ensure that the new maintenance inspection requirements completely satisfy all long-term life cycle considerations and that the rationale for ensuring flawless performance over a long term is reflected in the Critical Items List retention rationale.

An additional deficiency in the maintenance inspection criticality system is the lack of a positive closed loop oversight capability by Level II for the maintenance inspection program. A responsive audit system does not exist that would identify trends in deferrals or problems or that would show a correlation to criticality 1 functions. The lack of a system of this type has resulted in these requirements not being comprehensively assessed in flight commitments.

I. EVOLUTION OF THE ORBITER MAINTENANCE SYSTEM

The Operations and Maintenance Requirements and Specifications Document (OMRSD) contains the operations and maintenance requirements and specifications necessary to maintain Orbiter structure and systems in a constant state of flight readiness. Initially, these tasks were developed by the manufacturer and designers. The OMRSD content is now being revised to reflect the Shuttle Maintenance Steering Group-1 (SMSG-1) analysis for both systems and structure. Once this program is fully implemented as a baseline requirement, the maintenance inspection program content will be driven by actual experience. A reliability and trend analysis system will have to be developed to support this concept to achieve maximum safety, reliability, and cost effectiveness.
