IV. DEFERRED MAINTENANCE PROGRAM

There are policies and procedures in effect to defer maintenance to future dates. There is a directorate level board in place at KSC and Vandenberg Launch Site (VLS) made up of representatives from NASA, Rockwell, and Lockheed Engineering and Quality Assurance who review and approve all work to be deferred. Candidate deferrals are distributed by an electronic mail system to all interested parties for evaluation. Potential impacts (e.g., cost and schedule constraints) are collected and evaluated. If a project does not concur with a change or if a significant impact is identified, the change is forwarded to the OMRSCB, MICB, or PRCB as appropriate for dispositioning.

V. TIME EXTENSION PROCEDURES

At this time, there are no formal policies or procedures in effect that address maintenance task interval adjustment. The justification for adjusting these intervals must come from actual operating experience. Many of the reliability characteristics of the Orbiter systems and structures are still not fully determined; however, these data are being collected as the experience base develops. A full reliability and trend analysis system is currently in the proposal stage. The proposed system encompasses policies and procedures for time extension.

VI. ORBITER INSPECTION OPERATIONS DESCRIPTION

A. Inspection Independence

The Shuttle Processing Contractor (SPC) organization is structured such that the operations organization and the safety, reliability, and quality assurance organization are separate and report to their own directorates, who in turn report to Level II and/or the center director.

B. Specifications and Other Guidelines

Specifications, parameters, guidelines, and instructions are covered in the general requirements and information section and/or on the specific individual requirement in each OMRSD file. The specifics of these requirements vary according to the system under consideration but are quite specific in nature.

C. Levels and Frequency

The OMRSD governs the inspection levels and frequencies.
