Mulloy said SIL joint was 1R (!)

✓ Concern: items that are criticality 1 are reviewed & signed off at highest levels. Concern-if at/on day before launch, engineers at MSFC can decide to re-interpret that criticality & waive

• does he think there should be a LCC on seal temperate - yes...no data (how did you judge he was OK?) 
✓Eng...arguments didn't hang together. they admitted inconclusive they were reusing data - didn't have proof that it would work at 31° Do you believe you had data that should it was safe
