Office Local Supt. D. C.
Washington. Nov. 8" 1867,

Respy forwarded the statements of Mr. Disbrow Agent & is correct as regards his faithfull services. Yet I cannot forget that the other clerks of this office are just as faithfull and competent as is Mr. Disbrow.

I therefore earnestly recommend that if Mr. Disbrow's pay be raised that Messrs. Abul, Tithian, and Chamberlins be raised in the same proportion as they are equally meritorious.

Bureau R.F. and A.L.
Office Local Supt. D.C.
Washington. Nov. 9th 1867.

Respy forwarded. The enclosed order for transportation was issued for a party of Freedpeople "enroute" to Rochester, N.Y., in charge of Sojourner Truth - who being disappointed in getting said orders - on a stated day and having the people all at Balto Depot, concluded to pay their way to Balto & return next morning for the transportation which she did. Mr. Manning. Agent. B.R.F. & A L. filled up the receipt by advice of the Balto & Ohio R.R. Agent, Mr. Koontz, who stated that the Agent at Baltimore, would refund the money on it to "Sojourner" but as he did not the order was returned by her to Mr Manning, who subsequently gave it to Mr Koontz, who promised to get the money but did not. After receiving the enclosed papers, I called for, and obtained it of Mr Koontz.

It was intended to get the money refunded and forward it to Sojourner.
