Resp'y returned – I am not informed that Genl Michler, desires any Laborers - and until such times as we are notified of such fact Tis useless to hold out inducements or incouragements for parties to wait for such places, the number of men who would be employed in the event will be very small compared to the number of Laborers now out of employment in the City. I think you and all others who have the best interest of the Colored People at heart should urge

them to go out from this City and become self supporting - this they can never do in this City crowded as it is excess. Many good homes can be secured at the North – for the Families with good Farmers who are willing to pay their way to their (the Farmers)  places. I have money now to pay the expenses of sending several to good homes in New York State, but cannot get any one to go so long as they are led to believe that the Govt will soon provide them with work here; such is not the case- and you should so inform them (the Colored People). Send all Applicants Male & Female to this office who can be induced to go to homes distant from the City.
