Resp'y returned - to H'd'qrs Asst Comr D.C. This case should be referred to the Bureau Att'y for action. I called on Charity Smith (Cold) the girl named in the enclosed communication and find the case worthy of the interposition of the Bureau - the name of the party who made the assault is "Dick Ratcliff" Residence 605 "H" St bet 4th & 5th A plumber by trade - and a man addicted to ardent spirits - was under the influence of liquor at the time the shot was fired, the girl (Charity Smith), states that she was washing in the back yard of the residence Of Ratcliffs mother - and opened the back door to step in the house when the man Ratcliff took deliberate aim with his revolver and fired at her the shot slug or some missile hit her in the forehead - where it yet remains - She was secreted in the top of the house and every effort made by Ratcliff & Friends to hush the matter up. She was & is now attended by Doct Hurbish - Office opposite the House No 605 "H" St bet 4th & 5th Sts. -  The act was committed 3 weeks ago last Monday - Charity was kept secreted for 8 days - when her Friends ascertained the circumstances & took her to their Home No 146, Blogdens Alley bet M & N & 9th & 10th Sts. - where she now is staying.
