Stating that there are parties living on the Arlington Estate - and requesting information whether rations can be issued there, under provision of Par 2. in letter of instruction dated Hd Qrs. Asst. Commr. directs that I inform you that rations will only be issues to parties residing in this city, and in the county adjacent to Campbell Hospital North - none whatever in Virginia. J.V.W. Wall, directing that he provide quarters for 4 students of Howard University &c. Transmitted July 14" 1868 Received back July 17" 1868 with the following endorsement Campbell Barracks July 15th 1866 I have the honor to return the within communication, with the suggestions that the 4 Students referred to, must be of Mr. Kings school, and not of Howard University, and with the statement that there are no rooms at present under my charge unoccupied; furthermore permit me to say that the persons referred to, are all young and strong men, without families, and have been out at work for at least one month, or since the vacation of their school, which will not begin its term, till about the middle of September next; consequently they would not be likely to occupy rooms at present at these Barracks, if any were provided, with these statements and suggestions respectfully submitted I am Sir Very Respectfully Your Obedient Servant 269 (signed) O.S.B.
