Respectfully returned with the information that it will be impossible to obtain laborers to go to Maryland: or to any Southern State, unless they can be informed of the Am't of wages they will receive - the conditions generally, upon which they will be expected to work.

It is nescessary also that this office shall be informed of the class of labor required.

If liberal contracts can be made, laborers can be readily found who prefer employment South.
