Resp'y forwarded,
for the information of the Asst Com't D.C. thinking that perhaps this (the [[?]] case would not prove to be entirely correct on investigations I notified Mr. Harris on the 29" inst that I should send the transportaton on the 30" to him by Mr. Shields (clerk at this office) & requested Mr. Harris to have the people at East Capt. Bks at 3 o.clock for inspection. I instructed Mr. Sheilds to take the transportation, & descriptive List, certified to yb Mr Harris, and call the names entered then on and see if all answered the description & names as entered, Mr Sheilds reported on his return that none of the people were at Mr. H office, & that Mr Harris stated that they (the colored people) could not be found & that he Mr. H. had never seen but one of the whole party (20 freedm") that one W.C. Buyant. (col"d)gave him the names & discription, of the freedmen, and that's discription he certified to as being on the part of Mr. Harris may be attributed, the confusion of names, and the cause of transportation being Issued, the 2"d time to the same persons under assumed Names, we of necessity must depend, entirely on the integrity of our Emp Agents for a correct list of names and description of the parties.
