Resp'y returned. investigation has been made in the enclosed case. Leona Hines (col"d) is not the mother of Anna Hines, but has had charge of her from her infancy, has educated her, and now cannot get along without her. 
Mrs. Wright states that the girl came to her requesting to be sent north, said she had no parents, was living with a white woman who abused her. It is very evident that Mrs. Wright did not make such investigation as would be proper in the case of sending a minor away from the city. But Mrs. Wright, to compromise, has promised to send for the girl immediately at her own expense. this has satisfied Mrs. Hines and will cause Mrs. Wright to be more cautious in the future.

Resp'y forwarded. Attention invited to the enclosed statement of Mr. Chamberlin. The work done by the women Lavina Coleman and others was manufacturing clothing for the Bureau for which Maj. J.M. Brown, A.Q.M. paid Miss Walker about (80) Eighty dollars in cash. It is a well known fact that Miss Walker rarely if ever pays her employees in cash, but in small amounts of provisions and clothing. And of that in quantities that are inadequate for the amount of labor performed, or to enable the women to be selfsupporting
