Resp'y forwarded. Mr. Dowd is the Step-father of the Children. he came from W. Va. poor, but has succeeded in providing himself with a good home, and altho not able to send for the Children, he can care for them when here.
As their own father was probably killed by lawless men during the War. and their mother was forced to leave the state in consequence of her husbands connection with the Union Army.
I would recommend that transportation be granted - or that the case be forwarded for investigation.
