States that agents have complained to him that the Harrises refuse to accomodate Freedpeople with quarters while awaiting transportation. Agents also complain of Mr. Harris who influences their people to go with his parties thereby disappointing those parties for whom the Freedman are intended.  He further states that Mr. Sprague (late clerk for the Harrises) is now at Bloomfield NY & vacinity trafficing in freedpeople sent there.  Requests that the rooms and fixtures used for Industrial school purposes of Miss Harris be turned over to the Supt of those Barracks and they the Harrises be directed to vacate the rooms in Officers Barracks occupied by them and that the same may be turned over to Mr. E. Hennessey Emp Agent for temporary quarters.

State that they will put the roofs of Campl Barracks in good order for 2 1/2¢ per Sqr foot using Felt & compound mineral cement for Patching & give the roofs a new coating of Gulta Percka cement. The five Bks & 3 Dwellings measured 28,180 sqr. feet at 2 1/2¢ per foot $704.50.
