States that Turner Wood + A Warner[[best guess?]], with about 25 other colored men, were hired by contract made through the Bureau Agent Capt. Disbrow 7th Street, to a Mr. McDonough [[name??]] (firm of [[unreadable]] Mc Donough + Co.) to cut wood for him on the land of Snowden C Hall, at [[unreadable]] Creek Va, at the rate of 90 c per cord for oak, + 45 c per cord for fine wood.  The colored men cut wood as agreed upon + McDonough is now indebted to them to the amount of $25 each. Mr. Hall has [[unreadable]] on the cut wood for its price. McDonough is now missing and the men cannot get their money unless it is realized from the wood they cit, of which there are 400 cord.
He advises that Mr. Hall be satisfied of the Justness of the claims of these men + that some agreement be entered into whereby they will [[unreadable]] their dues, or [[unreadable]] MCDonough + Co. in the [[unreadable]] of Va, taking out attachments + levying upon the wood cut.
The matter should be attended to by someone who will give it the necessary attention &c. &c. &c
