States reasons for incurring said bill of Expenses & urges that it be paid from Special Relief Fund or from money appropriated for the purpose.  Also requests that a Bill of similar expenses presented last year & disapproved by the Asst. Com'd for same reasons, may be paid from such funds.|

There is no appropriation for said emergencies, and the Sp. R. Fund cannot be legally used for such purposes.  Suggest that Mrs Griffing, procure by voluntary contribution the means to reimburse herself for these expenditures.|

Hopes that instructions will be given to furnish relief from the late appropriations for destitute Freedpeople.  Trusts that the old method of giving about $2 00/100. per month in food or tickets to the most destitute, may be thought proper, as it has proved satisfactory and economical. |
