States that complaints are being made to him of contracts made by Genl C. H. Howard for employment of colored persons beyond the Dist of Columbia under condition that they shall remain out of the Dist. for 6 Mos with forfeiture of wages if they return with that period. Directs that immediate report be made what contracts have been or being made with copy of law or regulation under which made, and that Genl Chas Howard be directed immediately to obstain from making any contracts until further orders from that Dept.
