Colonel,
Information has reached these Head Quarters, that one Mr Johnson Saddler [[?]] South side Penna. Avenue between 5th and 6th streets, this city had contracted with, and taken to Virginia, a number of freedpeople, and had afterward broken his contract with them, and left them to shift for themselves, without making any provision for them, whatever.

These people having taken their effects with them, are now unable to get them brought back.

The Assistant Commissioner directs that you place the matte in the hands of Major Vandenberg, with directions to
