Colonel:
The Ass't Commissioner directs me to inform you that it is important that a record should be kept in your office showing indubitable evidence either in writing, or by the testimony of disinterested parties, that situations and employment have been provided for all freedpeople for whoom transportation is recommended by you.

He suggests that this record should also give the name and residence, (town or county) of the employer, rate of wages paid, and such other additional facts, as may be necessary in making a complete report of the operations in this matter when required.
