I am directed by the Assistant Commissioner to say, that in view of the necessities of a large number of persons both Refugees and Freedman who will apply at these Head Quarters for temporary quarters and subsistence, he desires that you at once take measures to fit up rooms at Wisewell Barracks suitable for the occupation of such of these classes of persons as may be sent to you for shelter, the apartments for white and colored to be separate.

Should you find it necessary, the Asst Com'r directs that you set apart, and fit up one room as a kitchen and that you employ one person as cook, to prepare the food necessary for them, while remaining at the barracks. You will determine the
