Bureau Refugees, Freedmen, &c
Hd. Qrs. Asst. Commissioner
Complaint Division
Baltimore, Md. Jany. 17", 1867

Respectfully forwarded to Capt. E.C. Hanover, A.A.A. Genl. with the remark that this man has been removed to the Bay View Asylum for proper attention.
The vessel on which this man was, is not here nor can the Captain thereof be found.
It is likely that the Captain fearing punishment, has changed the route of his vessel.
