It is not practicable for me to investigate in person the cases of destitution referred to me owing to my numerous regular Official duties and it would greatly assist me if the Pres't of the Relief Com. would give me definite instructions as to what will be done where visiting agents decline to investigate cases on the rounds of their means of relief being exhausted.
