I would respectfully ask for information as to what shall be done with the old and suffering on Mr Parsons Dist. who on appealing to him, are told that he can do nothing for them?

The bearer Albert Mitchell living on I. bet 3d. & 4th. appears to be in distress & having been refered to Mr Parsons returns again for help.

An old col. woman, 97 yrs. on 3d St. 3d door below Trinity Ch., applied for help at our Office on Friday night last. She was so poorly clothed, that I sent a Messenger to Mr Parsons, instead of herself, with a note, simply naming facts of her age & Residence & that she was alone & out of fuel & Bread. — No one came to see him. She came again yesterday & I gave her his No. and sent a Mesr. with her to his house. She was told that she could not see him in office hours — he did not get home till four. — came back — and went at four — He told her he had nothing for her — & that I should not refer such cases to him.
