Colonel. 
I have the honor to solicit your recommendation to Genl C. H. Howard, for promotion to a Clerkship under Mr. Roberts. At the time Genl Howard placed me here as a Watchman, I was given to understand (at least so I infered from my conversation with him) that should a vacancy, or opportunity occur, for a clerkship, I would be remembered. At that time a Watchmans situation was the best he could do for me, and I needing immediate employment, most cheerfully accepted the position, at the same time looking forward for a time when I would be promoted.

I have a Wife & child needing assistance from me, and with my present pay, I am unable to do but little for them. I believe myself capable of earning more for the Department, and myself too. I have done my country some service I am sure. I enlisted early in her cause, (May 22d/61) and have lost a leg in Battle. Altogether I feel that I have some Claim on the generosity of those
