Forwards Official communication from Genl. O.O. Howard Comr stating that it has come to his notice that Comd officers on duty in this Bureau have presented bills. for Medical attendance by private Physicians. where there was an Ac't. Ass't Surg. on duty. States that no bills will be payed where there is a Medical officer on duty.  Asst. Comr & Chief Surg, in a Dis't will not be allowed more than $50 00/100 per month, where there is a contract with the Bureau.

At the very bottom of the page, it looks like Re@. O.L.S... Was this symbol used back in the 1860's in the US? Based on some research I did, it's possible, but I'm not sure. Could also be "Re with a little c". Rec is short for Received
