4. D.M. Sylvester, an employee Bureau R.F. and A.L. Dist. of Columbia, is hereby appointed Assistant Superintendent of East Capitol St. Barracks at a compensation of fifty dollars ($50) per month, and one ration.

He will report to Rev. J.L. Roberts, Supt. of East Capitol St. Barracks, for duty.
