I have the honor to state that application has been made to me on behalf of Capt Luce, Supt. of the Naval Academy for 50 able bodied colored men. These men are wanted as waiters, barbers &c on shipboard, and must be shipped as landsmen for a term of two years or two at their option. They must be from 18 to 25 years old. The pay is $14 per month and board. The navy is very much in need of this class of men and Capt Luce suggested that perhaps the Bureau could assist in processing them through its various intelligence offices. The place offers inducements to young men as they are taught a useful employment,- by which they can always earn a living, and the labor is light.
