Sir: The attention of the Asst. Commissioner has been called to the condition of the grounds and buildings at East Capitol Barracks, and he directs that immediate measures be taken to have the buildings thoroughly whitewashed and the grounds thoroughly policed.

The practice of allowing rubbish and refuse matter to accumulate in the houses and grounds will be discontinued, and all such accumulation will at once be removed.
