The duties of Mr Gaskins, have heretofore been outside of this office inducing, as far as possible, those whom he found out of employment to accept homes and labor in the North — The number of people he has induced to leave the District I cannot state, but I judge very few. I think therefore, we can accomplish nearly, if not quite as much, without, as with his services —
