Chicago Ill June 15, 1867 Majr Genl O O Howard — Genl Some time since I wrote you in reference to Negro Labor in, and around a Coal Mine. Our Men begin to show signs of weakness — and if I am compelled to re-employ them — must take advantage of their dissatisfaction to settle diferences — But they have bothered us so much by strikes — that I would like to introduce a new element — Pleas advise me as soon as ascertained — what the chance is — I Remain Very Respectfully C C Merrick
