Dear Sir:

There are in the locality, known as "Fredericksburg" in this city three or four homes occupied by poor old colored women who are physically unable to whitewash their houses nor have they the means of employing other to do it for them. There is also a school house and a meetinghouse which no one seems inclined to attend to in this regard. 

If possible I would suggest that two or three laborers be send by you to that locality to white wash the buildings mentioned above.
