Dispensary No. 1. East Captl Brks Washington July 3d 1867 Rev. J.S. Roberts Supt. E. Captl Brks Dear Sir I have the honor to recommend that Henry Copeland - an insane patient of mine - who I understand wishes to be furnished transportation North - be sent to Hospital at Freedmen's Village - He is perfectly harmless at present and able to do light work - but he is not of sound mind and the fact that he has at one time made an attempt upon his own life, shows that he is liable to become violent. It would be wrong to send him off anywhere where he could not be kept under proper surveillance, and at the same time it will not do to keep him under too much restraint - I know of no better place for him than Freedmen's Village Va - I am Sir berg Respectfully Your Obdt. Servt. G.A. Wheeler A.A. Surgeon U.S.A.
