As numerous complaints have been made at this Office, to the effect, that minor freed children, have been sent to places, distant from this city on Government. transportation, without the knowledge or consent of their parents, the Assistant Commissioner' directs, that you issue such instructions to the Employment. Agents under your charge, as will prevent a recurrence of this evil. 

No minor will be sent from this city, by any Agent, or transportation recommended therefor, until after thorough investigation of the case, and it being ascertained to a certainty, that there can be no objection thereto. 

Agents will be notified that a disregards of these instructions will be followed by immediate discharge.
