The bearer, "Martha Ann Starkes," daughter of "Adalene Williams," colored, has just been sent from Fairfax Co. VA (in the application of her mother) where she has been living with Mr. Richards Neavit.

The Assistant Commissioner directs that you take charge of her, until her mother can be informed of her arrival here, when she will be given to her. He also directs that you take measures to send the address of her mother, it is not known at this office.
