Bureau Refugees, Freedmen and Abandoned Lands,
Headquarters Ass't Commissioner, District Columbia,
Washington, July 23rd, 1867.

Bvt Brig Genl C. H. Howard
Assistant Commissioner D. C.

General

I have the honor to submit the following report of affairs pertaining to employment agencies of this Bureau, at the points mentioned below;

At Hartford Conn. X X X
The following expenses were assumed by this Bureau, viz the rent of a suitable room to be paid for at the rate of $4 00/00 per week, when used, and the wages of an agent at $3 00 per day when actually employed.

The Society has met its agreements promptly and forwarded orders for about fifty free people, of this number but eight have been sent.

In consequence there is considerable disappointment and some dissatisfaction among those applying for servants. I would respectfully recommend that special effort be made to send to Hartford the full number of people called for by the Agent.

Respectfully
Your obedient servant
