Also, One copies each of Circulars, Commissioner Bureau R., F., and A. L., Nos. 21, 1867  the receipt of which you will promptly acknowledge, by signing and returning the accompanying letter.

You will be held responsible for the distribution of Orders to officers serving under your direction.
